Why are cement trucks allowed in at 9H00 at night - yet again and again?

On Wednesday night 10 March 2010, the main gate let in quite a few cement trucks after 6H00. As the site to which these trucks were delivering was up past our house, I got in my car at 9H00 to see what was going on. At the top of Lourie street there were about 14 men still busy working with this house. On my way to the gate I passed another truck on it's way up and after enquiring at the security at the main gate as to who gave permission to this and how many more trucks are going to be allowed in, the answer was that Deon Oosthuizen gave permission and that there was still another 3 trucks on their way. This is not the only incident of this kind and what Spiro is talking about (casting slab on 10H00 at night) is also true as it was the property next door to mine.

I know that you can't stop casting once you started, but we were told that you have to plan it that the last truck is in at 5H00 otherwise you must reschedule for another day. If all of us could cast our slabs in normal working hours, I don't see what is wrong with these building operations. Talk about friends in high places.

Please can any one tell me where I can find the guidelines which are only applicable to these privileged few because I am very sure I must have been given the wrong book.
